Very slow download speed

I installed vista and before loading any programs on I am unable to get any sort of realistic connection speed. When i boot to XP i get download speeds of about 250kb/s but when in vista im downloading at speed between 500 bytes/s and 4kb/s. I have done the windows update (took forever) and this is still a problem. I seem to be able to access all sites although some take longer than usual to load.

I've also tryed turning off phishing filter, using firefox, turning off ipv6. Updated drivers for network card also.

I am a medium level computer user so if you suggest sumthing quite complicated you may need to explain yourself a bit more than for an advanced user.

I am a bit lost on what could cause this type of problem in any version of windows, the LAN either works or it doesnt it cant give you really slow speeds unless something else was using the bandwidth or your internet speed was cut-down.

I can suggest downloading a file from your ISP it will give you a very good idea if there are any bottlenecks or errors somewhere between you and the ISP`s servers, the other thing to check would be the adapter itself in device manager and making sure the correct duplex configuration for your cables and router.

Yes, however...

I boot to XP on the same computer. It runs perfectly fine likewise with another computer on the lan also on XP. My dad is also on the lan using Vista however he does not have this problem. We are using different versions of Vista tho. He is using Home Premium and I'm using Business. His hardware is all Vista tested too.
