Help! "Change your picture" option in user accounts gone

I recently installed Examsoft on my computer (a program to take exams in law school). After I installed it and rebooted my computer, some weird things happened. When I pressed Ctrl+Alt+Del, the only option available was "Switch User" and all the other ones were gone (Lock this computer, Start task manager, etc.). I eventually downloaded the registry keys that were needed to get back all the other options. The options to restart, shut down, hibernate, and sleep were also missing whe I clicked on the arrow on the start menu. I also downloaded the registry key to get those back.

However, the problem that still remains is that when I open User Accounts in control panel, the option to change the user picture is gone and on the start menu the box that is supposed to contain the picture above my username is blank. Also under user accounts, the "Manage your file encryption certificates" option is also gone. Does anyone know how I can get these options back? Thanks.

I have no idea whether it would do any good but have you tried a System Restore ?
