Solved Windows Installer Service could not be accessed ERROR/(0x8007000E) Error

COMPUTER: DELL - XPS m1530/Vista 64bit



This is how it started.

1. Download the SubInACL tool from the Microsoft Web site. To do this,

follow these steps:


a. Visit the following Microsoft Web site:

b. Click Download to download the SubInACL tool (SubInACL.exe).

c. When the download is finished, double-click the downloaded file to

install the tool.

d. The SubInACL tool is installed in the %programfiles(x86)%\Windows Resource Kits\Tools folder.



2. Use Notepad to create the Sub.bat file. To do this, follow these steps:

a. Click Start, click Run, type Notepad, and then press ENTER.

b. Copy and then paste (or type) the following text into Notepad:

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f

subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f

subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f

subinacl /subdirectories %SystemDrive% /grant=administrators=f

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=system=f

subinacl /subkeyreg HKEY_CURRENT_USER /grant=system=f

subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=system=f

subinacl /subdirectories %SystemDrive% /grant=system=f

c. Click File, and then click Save As.

d. Copy and paste the following path and file name into the File name box: %programfiles (x86)%\Windows Resource Kits\Tools\sub.bat

e. Click Save.



3. Run the Sub.bat tool, and then restart your computer. To do this,

follow these steps:

a. Click Start, and then click Run.

b. Copy and then paste the following path and file name into the Open

box, and then click OK: %programfiles (x86)%\Windows Resource Kits\Tools\sub.bat

c. A Command Prompt window opens.

d. The tool runs for about 5 to 10 minutes or longer. Do not restart the

system at this point.

e. When the tool has finished running, the Command Prompt window closes

automatically.

f. Restart the computer, and then try to reinstall the OverDrive Media

Console.



I followed all of these steps. The original problem was with Overdrive Media Console---I use them for library audio books to download. Originally the error was with the ODM files. Then I rec'd this email from Overdrive. When I tried to adjust the registry issues to manually register the program, everything fell apart.

Now, I can't go back to a restore point and erase whatever stupid move I managed to make. I get the (0x8007000E) error when I try to to go back to a restore point.

When I try for installing/uninstalling anything, I get The Windows Installer Service could not be accessed.

I've screen capped both errors that I get, in case I missed something.

Any help would be appreciated.



I was advised to do this:

1 Click Start then select run , then press enter. A run window will open

2 type in cmd then press enter. Another window will open

3 type in sfc then press enter. Another window will open

4 type in sfc /scannow then press enter


But that doesn't work...I receive this error: windows resource protection could not start repair service.

I'm a techie type. I follow directions well, unfortunately I think some of the issues with the originating email that caused all of my...we'll call it distress...could be because I have a 64bit Vista.


Any thanks would be hugely appreciated. At this point, my Norton won't run and I have no sound. *sigh* I really just want to get back to a restore point and start over.

You didn't say,so I'll ask. Did you try System Restore from Safe Mode?

No, I haven't tried from there.
Would it work around this stupid error code?

I can't do ANYTHING.

I can't even get my Norton to get back to a restore point.
Says I'm out of memory for everything---I have 2G RAM!

Windows System Restore often works from Safe Mode when it won't from the
regular Desktop. It's worth trying.

I went into Safe Mode and Safe Mode with networking.
It doesn't even give me the option to try to even find the restore points
attached is my SC of the control panel when I was in Safe Mode.

In Safe Mode,click on the Start orb and type restore.

If it then says System Restore near the top of the left pane of Start Menu,
click on it.

Well, I managed to get into the safe mode with the restore option you advised.

But I got the attached error again.

So just to clarify is your system functional except for the OverDrive app.?

I can run the Overdrive program now---somehow in all of that it managed to get registered without me having to reinstall it.

What I can't do is go back to a restore point, nor can I install or uninstall any programs.

And randomly I turned off my sound in my startup. I was trying to reduce my programs that were on my startup and turned off something there as well.

*sigh*

So if you know any way to turn back on my installer and my sound---I don't need to go back to a restore point.

If you need to go back to a restore point to turn it all back on--then I'll work it from there.

Sorry I'm such a PITA.

Where do I find that? I went into Sound but there was nothing there.
I tried to do a help search--but that memory error keeps popping up.

This may vary by manufacturer. On my HP/Compaq it is Realtek HD Audio Manager.
i don't know what is equivalent on your computer,if anything.

Thank you--but the audio thing didn't work---at least as far as I could figure out.

One thing you might try,just as an experiment is to create a new
User Account and see if the problem persists there. If not you can transfer your personal files to the new account and ignore or delete the old one.

Hello.
Well finally I figured it out.

I found a registry fix it through microsoft and it finally did the trick. I ran it once before, and it didn't work---but for whatever reason, it did this time.

I used the microsoft tool last time, did it manually on this try and VOILA--everything was back to normal.

And VOILA! I was back in business! And I redownloaded overdrive and it worked this time! I'll never understand Vista. LOL
