can i disable windows firewall and network discovery?..

hi,using vista home premium on a toshiba laptop and i prefer to turn OFF network discovery and windows firewall also, i have public location selected.
as i am using avg 9 comprehensive protection i have disabled windows firewall as advised by avg,however in order to turn OFF network discovery it will re activate the windows firewall which i do not want to do! also as i have selected public location i understood that network discovery was set to OFF by default? but my settings are always either CUSTOM or ON.. any ideas? cheers..
