Unable to shrink Drive

I am attempting to Dual Boot windows 7 and I need to create a partition. I use it through Disk Management and it says that I can only shrink it 861 MB. I have 38 GB of free space available. I did a complete defrag(Perfect Disk), remove system restore, removed page file and attempted again to the same result. Am I stuck or it there another way of doing this?

You cant install that on a 64 bit OS. I tried and it kicked it out. I have a feeling im gonna be stuck.

Thanks to all for the support but I think I will just stick with Vista...hasnt failed me yet...why fix it if it ain't broken.
