unable to install 50% of my applications

all of a sudden, I can't install apps.
virus scan done, no problems

B4 this error I was getting " unable to access temp " or something like that I wish I copied it

gave full permission to my user folder
did click " run as admin "

after I opened up full permission for everybody, it seems to work.

did a sfc /scannow

I can't understand the log.
it is dated 6/24/08

The log says that everything was repaired.
Try running it again, it only repairs one item at a time.
If you are not happy with the results of the scan, carry out a startup repair.

I had a similar thing happen a while ago.... i never did get it 100% fixed and did a fresh install..... i ask though to get an idea if it is the same and set you on the correct path to go to Control Panel\Administrative Tools: click on some of the applications in there and see if you get any DLL errors or something similar

was talking about not being able to open due to XXXXX.dll was missing or had been moved (xxxx being random dll string or name)

Its hard to remember what exactly the dll's where and which applications became unusable since it was a long time back but i do remember that i replaced 2 .dll that helped partially repair and allow me to install

checked them all, working fine but I can't do a performance thing ( whole nutta issue )

Yes that performance one was one of the ones i had trouble with.... i don't believe i ever got that part fixed..... was there an error message that popped up when you try to perform it?

when you say performance thing you do mean perfmon.msc dont you?

If so just see if your NET X.X Framework is installed correctly and up to date

format hdd (guaranteed works 100% unless you have hardware problems), then put in windows cd, oh and remember to back up data first. you can use window installer clean up tool, check services, take ownership of windows folder.
