File open & File Save dialog box hangs

I have searched up and down and around the web for a fix for this with no luck.
Hope I am posting this in the correct place..

Whenever I request a "File|Open" or "File|Save" from any application, the
mini-Windows-Explorer dialog box that opens freezes and hangs the entire
application. Happens with almost all applications. Not limited to just Microsoft programs.
It does not matter if I like change the download folder or if I rt click always the same.

Back when it was under warranty Hp tells me to just restore to original settings. I hate to do that. But I am about to see that this might be the only fix for it. (But I am hoping not.)

I think it started a long time ago when I was changing the USB ports I used for my external Hard drive and it changed drive letter. (maybe maybe not.. just seems I remember that being something that had happened when I first recall things hanging...) anyway I have all drives in the place I want them now and this issue still happens even if I dont have that external drive plugged in.

If I need to post more info please just let me know.
Thanks so much.
Appreciate the help...

A few things to try:

Run System File Checker (see How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7).

Download and install Malwarebytes (Malwarebytes). Run a full scan (in Safe mode to make sure it doesn't have any conflicts with any other anti-virus/malware programs you run).

Try a Startup Repair http://www.vistax64.com/tutorials/91467-startup-repair.html?filter[11]=Performance%20Maintenance.

Let us know what happens.

Mine was hanging but defrag with cmd and a free registry defragger fixed it. Note this is a registry defragger only it won't remove anything

You sometimes have to run SFC a few times to correct all the errors. Run it in Safe mode.

If it still doesn't fix them all:

Open an elevated command prompt (Start > All Programs > Accessories, right-click on Command Prompt, and click on Run as Administrator). Type the following command, exactly as shown, and then press ENTER:

findstr /C:"[SR] Cannot repair member file" %windir%\logs\cbs\cbs.log >sfcdetails.txtThis creates the sfcdetails.txt file in the directory shown in command prompt (usually C:\Users\UserID).

Upload it with your reply.

ok ran the sfc both in regular windows and safe mode a few time.
the final time in safe mode with the same error still and have the file but not sure if you want me to post it as it is really long.
still end result was able to fix some and some unable to repair.

I also have no startup repair option when trying to do that.
(that is trying by the f8 key not using the startup disks I do have...) if that matters.

Please let me know what to do.
Thanks so much

Yes, Zip the sfcdetails.txt file (right-click, Send To > Compressed (zipped) Folder), and upload it.

Run the startup repair from your recovery disk (assuming it's on there).

Also, check in Event Viewer for any System or Application errors (red X) that have occurred, and see if there's anything relevant.

Event filter with query "SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected. source.. WMI evvent ID 10
