brightness does not change

i have dell inspiron laptop with vista operating system.
when i change the brightness by pressing Fn+upper arrow and Fn+lower arrow
brightness does not change.

Mine are fn +left and right, but i got an acer ;)

Can you do it in the video card setup? Mines done via the nvidia control panels.
