BOOTMGR missing press Ctrl+Alt+Delete to restart

Hi everyone first time poster here. i changed the partitions around on my asus Eee Pc notebook. it doesnt have a dvd/cd drive so no option of recovery cd. anyways problem is all the boot files are on C: and i think i made the D: as the active partition and now after restarting it wont boot up it says BOOTMGR is missing press Ctrl+Alt+Delete to restart. everywhere i have searched they tell me to restore it using F9 but if i do it goes back to same screen to restart.
Please help !!!

You can still rescue it if you have a usb drive
Load a rescue .iso onto a usb and open a cmd prompt
Do the following

Change boot order in bios to boot from usb.
Insert usb with rescue .iso and restart
Open a command prompt and Type C: and press enter
at the C:\ prompt type cd boot
At the C:\Boot prompt type the following and press enter after each
bootrec /fixmbr
bootrec /fixboot
bootrec /rebuildBcd
Close command prompt and resart your computer

You can use this program to do it with.

Boot and run Linux from a USB flash memory stick | USB Pen Drive Linux

Ok before Windows tries to load (as soon as you turn the computer on)press F8 and see if any of the options given there help

The rescue disc should be used to start the computer but first you need to load it onto the USB stick with the program I gaver you a link to in my first post.
AVG might not be the best rescue disk to use try this one
Save the .ISO to a computer
Run the program from the link
Point the program to the .ISO
Start the computer with the problem and look along the bottom. ity will tell you how to enter setup or system or bios or some other thing like that.
Restart and press whatever it said.
Using the arrow keys go to Boot
Change the order to USB (or removable media)
Put in your USB and restart.
You should be able to open a cmd window after that
Go to start search and type CMD
Hold CTRL and SHIFT and press ENTER
CMD will open as an administrator
Then type the commands from my first post to rebuild the master boot record.
