Why are half of my icons missing in my control panel?

This isn't the first time I've had this problem. Last night I opened up my control panel and all the icons were present and then all of a sudden half of them disappeared. Icons like Device Manager, Program Features, and a HOST of others have simply vanished. Over 40 icons were initially present, now I only have like 21.

I could just reboot my computer because that has worked in the past but it seems to be only a temporary fix. Plus, rebooting is a HUGE pain because I have other problems with my computer where I have to uninstall and the network card whenever I reboot and sometimes I don't get all my desktop setting so rebooting is risky. I want a PERMANENT solution.

I have the 32 Bit Version of Vista Home Premium Edition. I have spent hours researching but I haven't found the answer yet. All the solutions that have been given to me haven't worked including:

1) I went to the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\don’t load folder in my registry editor, and deleted all the icons in the "Don't load" folder and re-opened the control panel window, but the icons were still missing.

2) I opened the command prompt and loaded up the service.msc, (forgive me if I got the wrong name), and I stopped and started both the SLU and the Software Installation processes and it still had no effect on my control panel icons.

3) I read you should update your windows but my Vista is already fully updated and I have Service Pack 2.

Please, ANY suggestions? Why were ALL my icons present in my control panel only to have more than half disappear in front of my eyes and then not come back up?

You help is much appreciated.

Is it always the same icons that disappear? If so, do you know what they are?

Let's start off with a SFC scan:

SFC Scan

Open your start menu and in the search box, type Command Prompt
When you see Command Prompt on the list, right-click on it and select Run as administrator
When command prompt opens, copy and paste the following commands into it, press enter after each

sfc /scannow

Wait for this to finish before you continue

findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >%userprofile%\Desktop\sfcdetails.txt

start notepad.exe %userprofile%\Desktop\sfcdetails.txt
This will open a text file with the results of the scan. Please Copy (Ctrl + C) and Paste (Ctrl + V) the contents of this into your next post.

Thanks for your response.. Yea, I did the scannow operation already and I did open the report log of the scan. Everything turned out to be okay and the only files that were reported as not being able to be fixed turned out to be okay as well because when I looked them up on the Microsoft website, it turns out that there was a bug in the Vista operating system that makes these files to be reported as "being unable to fix" but in actuality they're okay.

I don't know ALL the icons that are missing, the ones I know offhand are "device manager" and "program features" but that is only the tip of the iceberg. I was looking for a comprehensive list of ALL the icons that should be listed in the Control Panel so I can determine which ones were missing but couldn't find it. I do know that the amount of icons that are left are cut down by more than half.

Yes, it's normal to see that file in a CBS log, so there's nothing to worry about on that front. You mention that this isn't the first time you've experienced this issue, do you know how recently the problem started?
