Start Up Repair: Corrupt fvevol.sys

A couple of days ago my computer screen went completely black, the mouse was still showing but there was nothing I could do. No ctrl+alt+del, no esc, no nothing. So I did a hard shutdown, which I know is bad, but I was at a loss.
I started back up and windows began a "start up repair", it did this 4 times and then told me it was not able to repair. I looked at the dialogue only to find error code: 0x0 and that it said there was a corrupt fvevol.sys file.
I have since made a bootable usb drive to replace the file however the bootable usb file I made brings me to a windows 7 installation screen, not to my desktop. I need to find out how to make a bootable usb to just turn my computer on so I can do scans and so I can replace my corrupt file. I can't seem to find a forum that explains how to make one of these. Can someone please help?
