how to block all traffic besides ie? im tethered and hav limited data

Hey fellas

Im tethered to my phone and have to conserve data. How can I stop all internet activity. Beside internet explorer?
My computer is using all sorts of data in the backrounf.
I turned off windows update but other things are useing it

I tried that but that didn't work it may have slowed it down but it did not stop the background activity completely
any other ideas is there a firewall of some sort that I could use to stop all activity besides Internet Explorer

When you have the problem, press alt, cntrl. delete and bring up task manager, then click on service tab.. Click show all users and then upload a screen shot of what you see to us.
