Snipping Tool Error message

Hi

I am using Vista Home Premium, SP2 with updates installed to today's date (August 16, 2014)

After rebooting my computer, I go to use Snipping Tool and I get this error message:
" The Snipping Tool is not working on your computer right now. Restart your computer and try again..."

I close the error message, and I execute Snipping Tool again, and it executes properly. I can use it without a problem until I reboot the computer, and the same error happens again.

I have tried some things like, checking for 1. Windows Updates,
2.remove and adding after a reboot: Tablet PC Components' in Control Panel Programs and Features/Turn On Windows Features. 3. Cleaning up the registry with CCleaner. 4. doing a sfc/scannow

Help is appreciated,

update#1 on problem:


1. tried starting Vista in Safe Mode, still had the same problem error with Snipping Tool
2. about to try Vista Restore back to the time when it was working correctly
will report back

tried system restore, Snipping Tool worked perfectly but then I reinstalled all the latest Windows updates (about 10 or eleven of them and the error message returned). This must mean there is a flaw in one of the updates.

Help is appreciated.

Do the system restore again then install the updates one at a time until the problem happens.
Uninstall that update then hide it so it won't be offered to you again.
