Solved Windows 7 and 8.1 Get Update KB3006137 - Why Not Vista?

This update KB3006137 changes the currency code that Windows uses for the country Lithuania from the old Lt, to the new € (Euro) and gives instructions for Vista users to do it manually in Regional & Language settings in Control Panel.
The trouble is I don't see a "Formats Tab" but I do see how to change it, however the change never sticks. Any ideas? Here's what the update says for Vista:

  1. Click Start, type Region and Language Options in the Start Search box, and then click Regional and Language Options in the Programs list.

    Note If you are prompted for an administrator password or for confirmation, type the password, or click Continue.
  2. In the Regional and Language Options dialog box, click Formats tab, and then click Customize this format.
  3. Click the Currency tab, and then change Currency symbol from Lt to €.

    Note If you have applied the update that is described in the "Resolution" section, and you want to change the currency symbol to the earlier version, click the Currency tab, select in the Currency symbol list, and then type Lt.
  4. Click OK two times to apply the change.
After you make this change, the new currency symbol is displayed as your system currency in all Windows and Office products.

Solved, the Hotfix on that page for Windows Server 2008 installs and does it for you. Why they can't just make it for Vista as well, a lot of work would be avoided.
Or, I just noticed, you can request them to email you the hotfix.
