Stuck in a loop configuring updates stage 3 0% complete

My computer seems to be in a loop where it is configuring updates stage 3 0% complete restart excetera

I have restarted it in safe mode, since I have never done this is there a way to do a system restore from this point?

If I can not get out of this loop and can not start in Safe Mode,
then how would I get to the "System Recovery Options: Page?


Can this be accessed by going into setup at startup before the OS loads?

A full retail install disk does have the recovery console built in. You can request a link to a copy that a forum member has from here. Vista ISO download

Well I could not find a way with the discs that I have to get to the system restore, so I decided I would just reload Windows, I'm used to doing it.

I learned a long time ago the hard way you don't store anything on the C drive except OS and programs.

Since I have reloaded the OS numerous times I did not expect to see this and I have no idea what to do now......

My first instinct was a virus but it seems to have to do with the HP restore process. I'm seeing various steps people are taking to prevent it. I suggest that you google the error and go through them yourself because honestly I don't know which specific post to point you to. I googled FBI error.
