Solved I can't change my display properties.

Hi i am new to these forums and am hoping that someone can help me. i cant change my display settings. I log on, enter the control panel and open up personalisation, but I cant open the 'display settings' option. when I click it an error message pops up and says

'C:\Windows\system32\rundll32.exe windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.'

It is the same for Theme, Desktop background, Windows colour and appearance, screensaver and some other stuff in the control panel. I personally think I've changed or removed something in the registry, or have malware or something like that. it could just be what it says, although im not sure. I'm not very good with technical computer stuff so could you explain it carefully for me.

It's annoying because I left it in 16 bit while I recorded something then this happened. Also, I've tried running the computer in safe mode, its the same problem. then I logged onto the other administrators login and it worked! problem was, I couldnt change my settings from that login, only theirs. So please, someone help. ive been looking on the internet for about 4 days straight and have accomplished nothing.

I'm running Vista home premium 32 bit with service pack 2
