Max Download Sessions fix not working

I have read all the posts and replies in the tutorial "Maximum Download Sessions in Internet Explorer 7" and have followed the "manual instructions" for editing the registry, yet I still only get 2 simultaneous connections plus 1 waiting (which always starts as soon as one of the other two finish).
I used this edit on an old WinMe machine and it worked fine. I got this Dell I-530 about a year ago, and haven't need the additional sessions until now.
The registry had the "MaxConnectionsPer1_0Server" and MaxConnectionsPerServer" already listed, so I followed the instructions from there and modified the value data (decimal) from 2 to 10 on both (then rebooted).
Still, I get only 2 simultaneous sessions.
I even compared my registry with the jpg's shown here. No difference, no spaces.
The files I'm downloading are from the same source I accessed using the WinMe machine.
I have a 10/100 network adapter and a 10mbps connection.
Any help would be greatly appreciated!

Try a different server if you haven't already done so. They may have implemented stricter checking in the meantime.

The server is well within its rights to refuse more than 2 concurrent sessions per HTTP 1.1 client, or 4 concurrent if HTTP 1.0 is being used. The fact that many servers don't enforce this rule is the only reason why being "naughty" about it sometimes speeds up browsing a little. For servers that do enforce these standards, client-side hacks will not work.

Anyway, if you're finding your web browsing experience to be so bad that you're investigating these types of measures, odds are there's a bigger problem.

Thanks H2SO4 for your response. For brevity, what I didn't add to my original post is I visit a wide variety of websites for these downloads and still I only get 2 sessions, no matter the website (even those I don't use for work). I've had this issue since I got this machine, I just haven't needed the extra sessions so I didn't pursue the matter. Dell's award-winning tech department (what a joke!) couldn't figure it out either.
When I hookup my old WinMe machine I mentioned, I get 10 sessions from those same websites.
With my newer Dell machine, the speed of downloads is not affected (my 10mbps connection is still quite fast, around 12 MB/minute), I simply can't get more than 2 sessions. Sometimes I use a download manager (not all sites I access allow them), that has no problems getting multiple simultaneous connections. That's what I'm looking into now. I have absolutely no other issues with this machine, it's operation, or it's security.
Seems as though most posts with this issue I've reviewed in this forum and others still have the same unresolved problem. Therefore, I'm forced to conclude the issue is in my OS's registry or maybe even IE7. My fault for buying an OEM machine. My former company got us great discounts.
Thanks for your time, H2SO4! If I resolve this issue (I am still looking for ideas!), I will let you know the outcome.
GO CARDS! :D

Re: Max Download Sessions NOW WORKING!

FYI: The solution was staring me right in the face!
When I followed the tutorial, I used the instructions for "All user accounts" (HKEY_LOCAL_MACHINE...) since I'm the only user and administrator. It didn't occur to me (until today) to try the tutorial using the "Current User Account Only" (HKEY_CURRENT_USER...) method also.
Did the edit and it works perfectly. Maybe editing both parts of the registry is the answer. I left the original edit alone in case I need it later.
I'm happy to report I'm now downloading 10 sessions simultaneously. :D:party:
