Changeing autotuning level back to normal

I changed in command prompt my Autotuning level to disabled
It made my download speed worse and my upload speed to nil.
I tryed to set it back to normal and it gave me a Ipv4 needs elevation.
so i checked netsh interface tcp show global and I got this
