Vista can ping but can't browse the internet

In the middle of casually reading blogs, both Chrome and IE refused to let me browse pages. It was a completely normal session. Since then, I've tried multiple networks and both wired and wireless connections, and I still can't browse the internet (except for in Safe Mode with Networking.)

Random details:
  • In the Command Prompt, I can ping outside websites just fine. I can also ping my router and get a response.
  • POP3 (or SMTP?) seems to also work just fine, as the Gmail browser for my Google Sidebar loads new emails just fine
  • Internet browsing in Chrome and IE works fine in Safe Mode With Networking
  • Internet browsing works fine for about 1-2 minutes while Vista is still loading from a restart, but stops shortly thereafter
  • Once internet browsing ceases to work, I cannot log into my router through a web browser (although it will respond to pings)
  • Disabling all programs in my Startup queue through msconfig doesn't work
  • Using a wired connection doesn't work
  • Both my girlfriend's internet connection and my apartment's internet connection don't work
  • Doing a DNS flush or an ipconfig renew/release doesn't work
  • Recent virus scans with my copy of Trend Micro and Trend Micro House Call online turned up nothing

That's the list of things I've considered and situations I've encountered. Do you guys have any idea whatsoever as to what the issue is? My Google Fu turns up a lot of people having similar problems, but none of them meet the above criteria and most were solved by disabling an antivirus program (which I tried) or doing one of the methods I tried which worked for them but not for me.
