How can you make it so certain programs dont need 'permission' anymore?

(This is in another post but I couldn't edit it so I am reposting with another subj line.)

I use the weather channel desktop alert thing. How can I make it so Windows always allows the program to work, and I don't get one of those WINDOWS NEEDS YOUR PERMISSION FOR THIS PROGRAM TO ACCESS YOUR PC alerts. I click 'allow, i trust this' but I keep getting it.

To the best of my knowledge, the UAC (User Account Control) can not be selectively changed to allow some programs to run and not others. It's a built in security feature of Vista. While not recommended, the UAC can be disabled. thanks, that takes care of it. I'll just leave it be. Or replace it with another program like 'Weather Watcher' I guess.
