IE8 Tabs haywire

I can't for the live of me get the TABS to work in IE8. When I click on a "favorite", the current window is overridden--no matter what the tab settings. I never want a new "window" (i.e., new copy of the browser) to open on me, but sometimes this happens, too. I have fiddled and fiddled, and sometimes have success if holding down the Ctrl key, but this is no something I want to have to do either. Is there a COMPLETE explanation for this anywhere? The Windows page is no more help than the "Internet options" choices are.

It appears that IE8 tabs are causing a few problems.

It is one of the reasons why I haven't downloaded IE8.
It may be an idea to consider returning to IE7.
