Welcome
I am not an expert on those programs, but do know about Vista.
When you reinstalled, did you do it with your DVD?
Do you have 2?
If so you used the wrong one. One DVD is 32 bit the other is 64 bit

If Vista came preinstalled, did you get a 64 bit DVD or a 32 bit?

Um I'm almost sure your resolution only goes up to 32 bit... I have the same OS as you, vista 64 bit, and mine is only at 32 bit color resolution. I could be wrong here, but I suspect if it is indeed a problem it's either OS specific (as in you must have something other than Home Premium) or it's video card related. Either way, I personally wouldn't really worry about that, but that's just me. I can't really help you there. As for that bar you're missing, I think you mean the dock. Just go to Start and type "dock" without the quotes and click the Dell Dock program. It likely won't have the same configuration as your other hard drive, but there it is. Right click on it when it comes up, select advanced settings and make sure "run at startup" is checked.

Also, make sure you have an administrator account, and/or right click the problematic programs and select Run as Administrator. That might help. Sounds like your programs don't have write permission and the administrator bit may fix that.

Usually have low HD free space left (<10 GB), often left on overnight. I really push its capabilities.
not shur how i did it but i got my other resolutions back that wasnt as much of a problem as the configuration files not being able to be saved
