Administrator privileges

A LOT of features, files, folders, programs on my "NEW" system are useless to me because apparently I don't have permission to access them.
This is my home computer and I am the only user.
For example, when I bring up the "personalized" desktop nothing works.

Window color and appearance.... no response
Desktop Background................. works well
Screen saver............................ no response
Sounds........................error loading Shell32.dll access is denied
Mouse pointers.............error loading Shell32.dll access is denied
Themes....................... no response
Display settings........... no response

This is only the beginning. I have problems throughout my entire system like this. For example my printer doesn't have permission to access the printer driver files so I cant use a printer.

In the program manager;
I cant set my clock....error loading Shell32.dll access is denied
Phone and modem....error loading Shell32.dll access is denied
Device manager....unable to locate component
keyboard options...error loading Shell32.dll access is denied

The list goes on and on. I know microsoft is known the world over for problems but this seems excessive even for microsoft.
Anybody have a clue to whats might be going on?
Everything is new and fresh out of the box with windows vista already installed. This is the way they sold it to me.(and thousands of other people)
