Can I know wat is the command in powershell to find the program is installed
or not in a system.

for example:

gwmi -comp computername win32_product | select name

(though this only shows applications installed with windows installer)

And, doesn't work at all on Server 2003, unless explicitly installed as a
Windows Feature.

I do have an article on remotly installing it on my blog, but I have also
read that Doing a "gwmi -comp computername win32_product" will cause the
remote computer to validate all the installs:
