Drag and Drop

I don't think so. Why would you want to do such a thing?
It would mess up the integrity of newsgroups.

Does Windows Live have the capability of drag and drop between newsgroups?

It is a very convenient tool that was available in OE. Teaching on line, you
have a lot of repetitive course information that would be much easier to
drag and drop, make the necessary subject changes than have to cut and
paste. One really good feature gone in the wind.

It does allow drag and drop however by the sounds of things you have a
deeper problem with the design if that's what you're having to do.

FWIW, I can drag a message from a newsgroup and drop it into a storage
folder.
I can't drag one to another newsgroup, which it sounded like the OP wanted.
