What (other than the obvious) does it mean when DVD Maker says "Cannot
create the DVD - Not enough storage is available"?

This is with the last release candidate, not the commercial version, of
Vista Ultimate. I have 20 GB free on disk and 2 GB of RAM.

Googling the error message didn't get me anywhere.

Except for a few indications that it is a known problem with the release
candidate. (5600? 2600? Can't remember the number; I'm not running it
right at the moment.)

I believe that version is expired in this capacity.

The whole Windows beta version expires in a couple of months, but there was
no indication that some parts of it would expire before others. Can anyone
shed light on this?
