If it is supported, either RivaTuner or ATI Tray Tools should be able to.

There is a good possibility that that card isn't fully supported in either of those. Found this one regarding RT,

ATI 3450 / 3650 Overclocking - Guru3D.com Forums

My take on it is that for the most part Unwinder (and possibly Ray Adams as well) don't realy add in support for the low to low-mid range cards as there isn't really a lot to be gained from OC'ing, etc.

Now with that being said I also found this,

Noisy HD 3650 fan - VGA Forums

where he did get it to work. Don't know about the bios flashing, but there are some that have managed to get it to work with that card.

All Acer (and the others) do is use a custom bios that has the options that would allow for overclocking hidden. They also had nothing to do with the video card.

One thing I forgot to ask previously, the fan on your card have two wires or three? If it is only a two wire fan then there is no way to control the fan speeds using software. Then the only way to do that would be to use a modded bios (the video card, not the motherboard), downloaded or modded yourself,
