Power "bumps"

How can I change the settings, so when there is a power bump (lights flicker
for a second) the computer shuts off and stays off, rather than starts
again?

That is usually a BIOS setup thing, and depends on the particular
motherboard that you have. Look in your motherboard manual, or press
usually ESC or DEL on startup. Some of them have weird key combinations.

Thanks, will do. I seem to remember that from a few computers back, thought
they would have upgraded it by now.

Your best bet would be to buy a UPS backup power supply that would
allow you the time to save any open files and shutdown gracefully.

Windows+Pause key and select Advanced\Startup and Recovery\Settings and put a checkmark to ""Automatically Restart""

power backup and end your problems.

There should be a setting in the BIOS Power menu. It
will be labelled something like, Restore on AC power loss.
The default is usually, Power off, but your's must be set
to resart, or power on.
