I'm having the same issue, and none of these responses are at all helpful, to
be honest.

Even without the server downloading my IMAP folders, configuring IMAP access
at least allows me to send / receive email on the account. But for some
reason Microsoft Mail is unable to download these folders. It's giving me the
same error message.

Why? I just installed Windows. Nothing should be messing up anything.
