Windows Live Mail has its own newsgroup, to which I will
cross-post this reply.

A WLM expert will be responding in that newsgroup:

Completely Remove WLM. Reinstall all Windows Updates(none have been for WLM).
If WLM was installed, the Msi file is on your machine. No need to download again.

I don't use a cleaning program, thus can't offer any advice..imo most are snake oil.
