Relocating the Public folder

I have two hard drives, a small fast one for the OS and a large slow one for
my data. I've been able to relocate my private folder to the larger drive
by changing its path in Properties:Location. When I try to do this with any
of the Public folders, it says I can change the path, but won't let me.
I've run an elevated command window and used xcopy and then shared the
copied folder. But isn't there a cleaner solution?
