Start menu short-cuts

Has anybody manually moved a shortcut into a folder on the start menu yet?
I've tried it a couple of times and instead of moving into the folder the
shortcut or folder I'm dragging just disappears. I imagine it has gone to
an "all users" or something but I can't find it.

Any clues please?
