From the instructions on page 1 of m#l's thread Updates not working, it has been searching for updates for hours :

Note 4: If you try to install a speed up patch that is already installed on your computer, download an installer that does not match the bit architecture of your OS (e.g., you try to run a 64-bit .msu installer on a 32-bit Vista machine), or try to install a speed up patch that has been superseded (replaced) by a newer update you will see a "not applicable" error - see the MS support article "The update is not applicable to your computer" error when you install Windows updates.
Are you certain that you downloaded the 64-bit standalone .msu installers for all five speed up patches and that all five displayed "not applicable" errors? Three of these speed up patches were released in April 2017, including KB4014661 (Cumulative Security Update for Internet Explorer 9: April 11, 2017) so if all five failed with a "not applicable" error that suggests that you are fully patched as of April 2017. Furthermore, if KB4014661 is already installed I don't understand why your screenshot in post # 6 shows you still have the original build of IE9 (Update Version 9.0.1 / KB982861) from May 2011, and not Update Version 9.0.60 / KB4014661 from April 2017. Try installing the 64-bit .msu installer for KB4014661 again (https://www.catalog.update.microsoft.com/Search.aspx?q=KB4014661 vista x64) and see if it displays the same "not applicable" error.

You also said in your original post that you tried to reset Windows Update. How exactly did you do that? Did you run an automated tool or did you try to manually fix the problem (e.g., stop the Windows Update service and rename the C:\Windows\SoftwareDistribution folder)?

What you have to do when you get that message is to select "never check for updates" in Control Panel, Windows Update, Change Settings and then reboot.

The message I am referring to is the one that says that the update isn't for your system.

    Hi Kieran Top:

If you repeat each step of the instructions on page 1 of m#l's thread Updates not working, it has been searching for updates for hours, when you reach STEP # 3 and search your installed updates at Control Panel | Programs | Programs and Features | View Installed Updates (not your Windows Update history) it should now show that all five speed up patches - including KB4014661- are installed your system as shown below. If KB4014661 installed successfully your image in post # 6 should also show that your IE9 Update Version is v9.0.60 / KB4014661.

There is a list of five out-of-band security updates for Vista SP2 that were released in June 2017 in the MS Answers thread More Shadow Brokers Exploits Patched June 2017 for Win XP and Vista. Have you tried to manually install those five updates since performing your clean reinstall, and if not, what happens if you try to install KB4018271 (Cumulative Security Update for Internet Explorer 9: May 9, 2017)? Does the 64-bit .msu installer (ie9-windows6.0-kb4018271-x64-custom_03cc4a6e57cecbe73ea5c9f45dc90a0cfe15eecb.msu) install successfully, and does your IE9 Update Version change to v9.0.61 / KB4018271? Standalone .msu installers are installed by the Windows Update Standalone Installer (C:\Windows\System32\wusa.exe) so if KB4018271 also fails then we'll know it's not just your Windows Update components that are damaged.

You still haven't told me the exact steps you took to reset your Windows Update components, so my best guess is that your Vista SP2 OS was damaged during the clean reinstall or that your Windows Update components were damaged during the reset. Microsoft no longer supports the Vista version of the Microsoft Fix IT 50202 tool to reset Windows Update components so you could try another utility like the free Tweaking.com Windows Repair (All in One) (available at https://www.bleepingcomputer.com/dow...ir-all-in-one/ - see the comment <here> about how this tool can fix Windows Update problems). If that tool doesn't fix your 80040154 error you should seriously consider starting from scratch and performing another clean reinstall of Vista SP2, since that might be faster than troubleshooting your current problems.

If none of these suggestions help post back and I'll provide instructions on how run and publish a Speccy diagnostic.

    Hi Kieran Top:

Just another thought, but I believe 64-bit Vista comes with both the 32-bit and 64-bit versions of IE, and 32-bit IE is normally launched by default. Your image in post # 6 shows the 64-bit version of IE9, but have you checked to see if your 32-bit version of Internet Explorer upgraded from IE7 to IE9 after SP2 was installed? Have you tried running the 32-bit .msu installer for KB4014661 (https://www.catalog.update.microsoft.com/Search.aspx?q=KB4014661 vista)?

You also stated in post # 6 that Windows Update "was installing 200 plus updates and it failed and no updates are installed now but my anti viurs installed IE 9". I don't know what antivirus you have have but it sounds like you allowed a security scanner that checks for out-of-date software to apply an IE update, and that might be where your problems started.

When I said to change the settings and reboot, I had assumed that you had downloaded an update and you were getting that error during its installation. It won't help if you're resetting Windows Update to check for updates after the reboot.
