Welcome to the forum.

It may depend on the what file extension type the attachment is. You may need to save the attachment to the desktop first, then open it.

Double check these settings in Windows Mail:
1. Click Tools - Options
2. Click Security tab
A) Dot Internet Zone
B) Uncheck Do not allow.....
C) Uncheck Block images and......
3. Click Send tab
A) Make sure HTML is dotted under Mail Sending Format
B) Click HTML Settings button under Mail Sending Format
C) Make sure Quoted Printable is selected for Encode text using:
D) Have only Send pictures with messages and Indent message on reply checked
E) Click OK.
4. Click OK to apply changes.
5. Close and reopen Windows Mail.
