IE Security Zone Settings

I've been away from home x2 days. Before I left I downloaded some files of various types from the web. I then shut down my Vista Ultimate PC. I powered it back up this morning. Saw no problems until I tried to download VMware Beta which it told me my Security settings didn't permit the download.

I tried Run As administrator. I tried to download Firefox and it gave the same security error.

This is simular to my first load of Vista Ultimate. I chose high security during the install and it wouldn't even download microsoft updates from the Windows Update Sites.

I was really enjoying Vista up until this point and now its just getting annoying. I'm an employee of a VAR, I travel extensively in my home state for the VAR, I have need to download files and move them onto client's computers and if I can't do that then I hold Microsoft Liable for misrepresentation and loss of sleep, and damage to my reputation to my clients. This is senseless. Why would a system that is working properly all of a sudden after being turned off for 2 days all of a sudden not download anything because of a security setting that USE TO WORK?

And where do I have to tunnel to; so that I can correct this fowl up?
