Do you get any sort of popup at the top of the IE window asking you to allow the software download?
From your sig it says you are using Vista x64. The default IE browser used in Vista x64 is the 64 bit version of Internet Explorer. The last time I checked Adobe has not made a 64bit version of the flash player. The 32bit flash player wont work with the 64bit version of IE. So to fix your problem you need to use the 32bit version of IE, its also included with Vista x64, or some other 32bit web browser like Firefox.

Unless I am mistaken, my system without any tweaks whatsoever, is running IE *32bit* by default whenever I ask it to run IE. My Launch IE shortcut is also the 32bit version,
In fact, my Start menu shows IE and IE 64bit:
However, it's still possible that the OP *is* in fact using IE 64bit instead of IE 32.
Skiddy, look at your IE about page and see what it says. 32bit looks like this:

Yes I get a popup at the start of the download.
And this seems to be the 32 bit version.
