Eratic Punctuation When Using Email

Does anyone ever have the punctuation keys enter the wrong punctuation when typing an email message. For example my question mark will often come up as É....as it just did there. Another example is `` instead of close quotation marks. Any ideasÉ...that should have been a question mark:confused:

Check setting for your keyboard, language, and location.
Start> Control Panel>Clock, Language and Region>Change Keyboard or other imput methods

Check under FORMATS, LOCATION, KEYBOARD AND LANGUAGES, ADMINISTRATIVE for your correct language/location
