Vista - I need help with internet connection issue

hello... how yah doing?

Ok... I got this laptop I'm fixing. I have try most the common netsh command to repair any common network issue.

Now this problem I currently dealing with is on a windows vista laptop. I connect fine to my wireless/wiredland I have an IP fine but I can't access anything using firefox/IE even any program uses the internet.

but if I go into Safe Mode network the internet works fine. I have remove anti-virus/spyware remover/firewall also scan before I remove them...

I can ping website I get replies"normal mode" but access website with browsers/messenger/etc.. .

wtf is the deal? I don't want to format yet...
