PLS in WMP and IRC in IE

I have a third party program just to open .PLS files in windows media player because natively it does not support it. Is there another (Microsoft-based) program that can do this? I usually open .PLS from the internet so maybe an extension to IE?

Also is there an extension for IE that is an IRC? I know Firefox has ChatZilla... and I think Opera has one built in.
