Hi Margaret and welcome to Vista Forums

Have a look at the following Tutorial - this will show whether or not you actually have an IP address: http://www.vistax64.com/tutorials/82080-ip-address.html
Alternatively, open a command prompt (click on the start orb, type 'cmd' into the search box and press enter/return). At the prompt, type 'ipconfig /all' followed by enter/return. Please reply with the information provided by this method.

That IP address has nothing to do with Internet Explorer. In fact, it belongs to your router, and if that is not working properly, then it won't matter which browser you use, you won't be able to access the internet.

You best chance for resolving this problem quickly would be to contact your ISP for the correct router and/or TCPIP settings.

But in the meantime, try this:
  1. Click the "Start Orb"
  2. Right-click on "Network", then select "Properties"
  3. Click "Manage Network Connections"
  4. Right-click on your "Local Area Connection", then select "Properties" (you will need to respond to a UAC prompt)
  5. Select "Internet Protocol Version 4 (TCP/IPv4)", then click "Properties"
  6. Make sure that the "Default Gateway" is set to "192.168.1.254". If the settings is to "Obtain an IP address automatically", then there could be a hardware problem with either your network card or router because it is failing to find the correct settings automatically as it should.
That's about as much info I can give you at the moment. You best bet still would be to rather contact your ISP.

Hi Margaret,

Press and hold the 'start' key (the one with a window symbol on it) on your keyboard and then 'R' to bring up the 'run' dialog. Type http://192.168.1.254 into the box and press enter/return. After providing the username and password (if default, these are usually found on a label attached to your router), the main router configuration page will open (on mine, this is Router Status). Here is the relevant section from my configuration page (I have concealed the MAC address).

Does your router show anything here? If the settings are not correct, then you will not be able to be assigned an IP address by your ISP (appears in the section ADSL Port), in which case you should contact your ISP in order to acquire the correct information to be put into your router. If you let me know the make and model of your router and also the name of your ISP I will endeavour to let you know the relevant settings.

Have you tried clearing out your Internet Cache, I can give you a link to another forum site that deals with Internet Explorer opening and closing if others think this will help.
