using email thru wireless

this is the message i get when i try to send email from picasso software:
"The connection to the server has failed. Subject 'test', Account: 'windows mail', Server: 'mail.bellsouth.net', Protocol: SMTP, Port: 25, Secure(SSL): Yes, Socket Error: 10060, Error Number: 0x800CCC0E"
Is this caused because i am using a wireless internet service at the resort where i am staying? And is it blocking my port25?
