Unable to login at secure websites

For the past two days I have been unable to login at secure sites (https://).
I have two other computers running off my router and they are experiencing no difficulties.
I have tried using the following browsers with no luck: IE8, FireFox 3.0.6, Opera 9.63, Google Chrome 1.0.154.48, and K-Meleon 1.5.2.
Depending on the browser the error is displayed as "Internet Explorer cannot display the webpage," "web page not available," "network timeout," etc.
The problem seemed to occur just after I updated from IE7 to IE8 but I'm not certain about that.
My Thunderbird 2.0.0.19 email client is able to access secured email sites such as Hotmail.
My MS Money Plus cannot login at login.live.com
My anti-virus is AVG Anti-virus Free Edition and with it I have done two complete scans of my computer with nothing adverse found.
I am using Windows Firewall and have tried logging in with the firewall disabled.
I have used Windows System Restore to go back to Feb 9 and Feb 1 when I was not having any problems, no improvement.
I have tried running in Safe Mode with Networking, no improvement.
I have run sfc /scannow and have a 25.9 MB CBS.log file and a 50 MB CBS.persist.log file. I don't know what to look for in either log file. The message on the screen when that program completed was "Windows Resource Protection found corrupt files but was unable to fix some of them"
From past experience it will take me 60-80 hours to locate and reinstall all the third party software I have installed so I would very much like to solve this problem without wiping out my applications. I purchased this computer from HP with Vista pre-installed and a recovery partition, no MS media provided. I have spent several hours with HP support (in India??) and it was pretty much time wasted.
I access the internet via cable modem from Oceanic Time-Warner.
I'll be very greatful for any assistance and would be glad to send the log files to anyone who can get anything out of them.
NEW INFORMATION
After the SFC run I ran chkdsk. At that point I was able to login at 1 secure website (Hotmail.com) once. When I tried it a second and subsequent times the error returned.
I have tried the SFC then chkdsk procedure again. After that I was still unable to login at any secure site. However the SBS.log file is dramatically smaller now. It is 584KB and the other two files produced on the first run are no longer created.
