link opening in new tab disabled???

I have it set in my ie options that anytime i click on a link, that it is supposed to open up in a new tab. well all of sudden, it stopped doing it. the browser window will freeze up for a little bit then all of a sudden it will open in a new window instead. It will do this even if I right click --> and click on open in new tab. what is going?

Seems like your IE is going crazy. Click Start and in Start Search box, type inetcpl.cpl and press Enter.
Click Advanced tab and click RESET. Restart IE.

I did what you said but still nothing... It still redirects it from a tab to opening into a new window...
