Streaming of Videos, Downloads, Music all interupted

Lets get right to it...

When I visit a site, for example we will say youtube, my browser takes forever to buff the video and also Does not download or stream the video all the way through. It loads about 15% of it then just stops. When the players reaches the point at which there is no more video downloaded it stops too and the video just sits... It doesnt try to download more or get another connection it is like it just timed out or doesnt care anymore... I have to click a couple seconds ahead on the timer before it will load more video. I use firefox and the bottom left hand corner say that it is transferring data from blah blah blah but it really isnt. Ive tried everything but nothing works. It also happens while loading mp3's from myspace or hypem, music websites. It will load about 15% then just stop all together. On downloads it is the worst though because before I downloaded DTA i would just lose files because i didnt have a file manager. I need help please if anyone has had this similar problem or knows how to correct it because iam stumped...

Test what happens when you boot to [safe mode + net] and attempt downloads from there. If the behaviour is substantially better, that suggests something loading in normal mode but not safe mode is the culprit.

Most likely, your anti-virus, or 3rd-party firewalls, or anti-malware... something with an "inspection" bent.
