Can't get into windows mail

Out of know where my windows mail stopped working. This pops up when trying to enter - WinMail.exec-unable to locate component
This application has failed to start because msidcrl30.dll was not found. Re-installing the application may fix this problem.

Then when I click "ok" this pops up - Windows mail could not be started because
MSOE.dll could not be found

Now, I know nothing, I mean nothing about computers. So I don't know what would cause this or even what a dll is. I did find a vista site that had .dll's to download and I thought if I downloaded both of these my problem would be solved. Not so much. Nothing has happened. I have shut down my computer and re-started it and everything. I don't even know how these .dll's can just dissappear.

And to make matters worse, my comcast email account that I had going to windows mail isn't even working by going directly through comcast's site either. It says its loading and going to my email and never comes up. And comcast has no idea why that's not working either.

Any advice Please?
