Windows Mail setup stops

I just had a new computer built adding Windows Vista. I went to the Windows Email Icon for Windows setup and it starts loading all of my old OE file folders but half way through it stops at the same place. It is a file that I never made and I don't know what it is. Then when I go to cancel, there is a notice saying that Windows Setup is not responding. I click on "... for a solution to the problem, wait a min and that window goes off and I am back to where I started. I can not get past this.

It was set up for me so all I had to do was to plug in the computer parts and everything would work, but this does not. Would it have something to do with my ISP? I was told that they copied all of the setting from my old computer onto this new one.

Other wise everything else is working fine.

I just need some advice before I can contact the people that built the computer.

Windows Vista 64 bit.

I just figured out that it stops with a DBX file that is my news server. I at least figured that out but I still need to know what to do to get past that and have this email set up .
