IE & Firefox Browsers won't stay open

I recently downloaded what I believed to be a Photoshop CS4 file and ever since I have been unable to open either my Firefox browser or my IE browser. The IE browser briefly glitches open and closes immediately while the Firefox browser says the following: "We're Sorry firefox had a problem and crashed. We'll try to restore your tabs and windows when it starts."

I've tried to do a system restore and it doesn't work. I've attempted an sfc/scannow in the command prompt and it says there are errors but they weren't repaired and it said a log was created in the CBS files. I checked that and all I could make out was that some sections read "ignoring duplicate ownership for directory" I'm not sure what this means or what to do about it.

I then did a vista systems repair using the vista dvd and I'm still having the same browser issues, plus, now my control panel is completely empty. Yikes!

Someone have a miracle answer for this/these problems???

Where did you get this download from?
What security programs are you using?
Are your security programs up to date?
Have you scanned your computer since this happened? Any problems?
Is Windows up to date?
