Windows contact list not active

I had to save everything on external hard drive and put recovery discs in to reset everything. When I open windows mail(Vista) and try to send e-mail a popup appears that indicates I must create a profile in the Control panel under mail. I tried this and it didn't work. I contacted my service provider and they suggested I post here. Any Ideas??
