hyper-links -"operation has been cancelled"

Hi Guys,

I really hope that you will be able to help

Confession: I personally never used Vista
But I am not a computer newbie
Still using XP Pro and lately Win 7 x64

Today my friend asked me to help with the following problem:

She cannot get any hyperlink in Outlook 2007, that "worked just yesterday"
System is Vista Home Premium x64

The message is famous:
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
So I looked around and it's kinda known problem

She said that some "computer expert" came to fix some things & then ...

I found that if you copy paste the same link, say into Word 2007 that will not work either displaying the above message

I read many articles as below and followed the advises to no avail

I am currently using Internet Explorer EIGHT. I cannot open hyperlinks in my Outlook e-mails and receive the following error message: "This operation has been cancelled due to restrictions on this computer. Please contact your system administrator."_

The IE8 (both flavours 32&64bit) does not have any problems with displaying the same links pastes int the address bar and everything is fine regarding any links within accessed pages

I may say that the system is up-to-date
- I installed all recent security Patches
- I uninstalled old Java & installed the latest "update _20
- Adobe Reader & Adobe Flash were made up to date;
The latter two most likely are not relevant, but just for pointing out that the system is basically in a good shape (contemporary HP dual Core PC with a touch screen & stuff)

I even tried & disabled Norton 360 cause the guy was "doing something with it" (here words). It seems like he just disabled Backup function

Sorry for annoying message, but if it does make any sense-
is there any chance you can [FONT=&quot]shed some light on [/FONT][FONT=&quot] on this[/FONT][FONT=&quot] on this[/FONT] and hopefully point out to the right direction
