Is Windows Live Mail MAPI Compliant? If so, what are the settings?

I want to use my Windows Live Mail [Hotmail] as default to send videos recorded via my Logitech Notebook Webcam.

At the moment in my webcam settings, Windows Mail is the only choice of email that I have to send recorded videos direct from the application.

Alternately, I can still send the video, but I need to create a new email in Windows Live Mail, and attach the file from my Logitech Video Folder, to it.

Is there any way in Windows Live Mail settings, that I can enable it to be MAPI compliant to allow me to use it as the default account?

From previous posts on this subject and from what I can remember I don't think WLM supports this, the only way to do it is manually.
